A Heuristic Evaluation is a technique invented by Jakob Nielson (offsite link) in which an information scientist measures a web site against a set of predefined criteria.

Heuristic evaluations are taken very seriously! Jakob commands $35,000 for a single study! He even calls it a "discount usability engineering".
